据半岛电视台记者援引消息人士报道，即将敲定的协议草案包括以下内容：结束包括黎巴嫩在内的所有战线上的战争；解冻伊朗数十亿美元被冻结资金；解除美国海上封锁并开放霍尔木兹海峡；美军撤离伊朗邻近地区。此后，双方将有30天时间就核问题达成一致，该期限可经双方同意延长。在这30天内，海峡通行将得到便利。伊朗方面表示，霍尔木兹海峡的管理属于伊朗与阿曼之间的事务，正与阿曼方面进行磋商。
