香港無線新聞網消息稱，香港特區行政長官李家超14日上午出席行政會議前接受媒體採訪時表示，對香港基本法第23條立法立場、目標不變，希望儘快可以在今年完成。

另據香港橙新聞報道，李家超上午被問到香港基本法第23條立法情況時表示，香港基本法第23條立法儘早完成是香港特區的憲制責任，各方未必完全掌握第23條針對問題的嚴重性。他強調，國家安全風險千變萬化，國際關係複雜，“國家安全風險仍有可能潛伏香港”，因此香港特區需要全面鞏固維護國家安全的機制，香港特區政府會按實際情況，適時推進立法。他希望香港基本法第23條立法今年能夠完成，就算不能完成，也希望明年能完成。
