over&nbsp;its new iCloud Photos features, and key Apple&nbsp;teams lose engineers.</p>\n<p><b>The Starters</b></p>\n<p>Apple Inc. is in full preparation mode for another jampacked holiday season of device launches. Last year brought the iPhone 12, a redesigned iPad Air, new audio accessories&nbsp;and M1 Macs. This time around, all eyes should be on the new iPhones, Apple Watches, AirPods, the iPad mini&nbsp;and MacBook Pro.</p>\n<p>Expect major&nbsp;changes to the smallest iPad, the highest-end Apple notebooks&nbsp;and the entry-level AirPods. The iPhone won’t get quite as big an upgrade, but it remains Apple’s star. The company is expecting one of the biggest iPhone launch cycles ever, projecting the need for over 90 million shipments through calendar 2021 as the world shifts to 5G and economic recoveries&nbsp;spur spending.</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/1e626fcc7d9eaef06e221f99369cddb6\" tg-width=\"2000\" tg-height=\"1333\" width=\"100%\" height=\"auto\"><span>The iPhone 12 and iPhone 12 Pro on display during launch day.Photographer: Ming Yeung/Getty Images Europe</span></p>\n<p>It’s hard to believe that the iPhone 12 first went on sale nearly a year ago.&nbsp;For the most loyal Apple fans, the launch of the iPhone 12 brought some&nbsp;excitement to an otherwise tumultuous period. This year’s launch is already generating some excitement too. A key&nbsp;focus: better&nbsp;camera&nbsp;features and faster speed, while retaining&nbsp;last year’s design. In other words, a classic Apple “S” model (more on that below).</p>\n<p>Here’s what I’m expecting:</p>\n<ul>\n <li>The same 5.4-inch and 6.1-inch sizes for the regular models, and the same 6.1-inch and 6.7-inch variations for the Pro models. The designs won’t change much, save for a smaller notch at the top of the screen.</li>\n <li>New&nbsp;camera capabilities, including a video version of Portrait mode dubbed Cinematic Video,&nbsp;a new AI-driven filter system to apply different styles to your photos, and higher-quality video recording in ProRes for the Pro models.</li>\n <li>A faster A15 chip with the same core counts as the A14 chip.</li>\n <li>New screen technology that will enable ProMotion (a faster, 120-hertz&nbsp;refresh rate on the Pro models) and potentially an always-on screen mode.</li>\n</ul>\n<p>Despite the light upgrades,&nbsp;I do think these new models should be called the iPhone 13 —&nbsp;rather than&nbsp;the 12S. Apple uses “S” branding to signal that a new iPhone&nbsp;isn’t as significant an update, but such models still often have key new features that consumers have clamored for (one exception: the iPhone XS, which didn’t change much).</p>\n<p>Year two&nbsp;of the big 5G push is a fair marketing reason&nbsp;to jump to 13 —&nbsp;despite the number&nbsp;being considered&nbsp;unlucky&nbsp;in some regions. The smaller notch also could give Apple reason to move to 13. Or Apple can avoid this whole discussion by finally ditching numbers like it&nbsp;did long ago on the iPad. Can you imagine Apple rolling out iOS 19, the iPhone 15S&nbsp;and the Apple Watch Series 11 in 2025? That sounds absurd.</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/5b7e2e1d7b85a842bc75188bb3d8bdb2\" tg-width=\"2000\" tg-height=\"1334\" width=\"100%\" height=\"auto\"><span>Apple's entry-level AirPods.Photographer: SOPA Images/LightRocket</span></p>\n<p>Here’s what I’m expecting other than iPhones:</p>\n<ul>\n <li>Apple Watch Series 7: Expect a bit of a redesign, with flatter displays and updated screen technology alongside a faster processor. Something else in the works: Remember the launch of&nbsp;Time to Walk on Apple Fitness+&nbsp;(the feature for listening to celebrities like Draymond Green and Shawn Mendes while walking)? I’m told Apple is readying&nbsp;variations of this service: the self-explanatory Time to Run and Audio Meditations.</li>\n <li>AirPods: Expect new entry-level AirPods with a design closer to the AirPods Pro, including a new in-ear shape and shorter stems. These will be the first update to the entry-level AirPods since March 2019 and the most significant update to that part of Apple’s AirPods line since the first model&nbsp;debuted in 2016.</li>\n <li>Speaking of biggest upgrade&nbsp;ever,the new iPad mini&nbsp;is destined to be an Apple fan favorite with its thinner borders and complete redesign. There’s also a slimmer and faster ninth-generation iPad coming for students.</li>\n <li>M1X MacBook Pros: Finally. More on these below.</li>\n</ul>\n<p><b>The Bench</b></p>\n<p><b>Apple turns AppleCare+ for Mac into annual subscription.</b>It feels like&nbsp;I have some news related to Apple and finance&nbsp;each week. Here’s today’s tidbit: Apple has quietly started allowing Mac buyers to pay for AppleCare+ on an annual basis instead of for a full three years at the time of purchase. Apple started allowing Mac users to do this from their new machine itself about a month ago, but now they can do it from an Apple retail store, the online store and app, and by phone. So, for example, AppleCare+ for the MacBook Pro can now be bought for $140 a year instead of $380 all at once. The downside: In that real example, Apple is charging you $40 more&nbsp;for not paying it all at once.&nbsp;That means more services revenue for Cupertino.</p>\n<p><b>Apple says it won’t be alerted to accounts with fewer than about 30 illicit images.</b>Apple (on a Friday, of course)&nbsp;announced&nbsp;new details about its system for fighting&nbsp;child sexual abuse material, or CSAM. Apple is hoping to tamp down privacy concerns:</p>\n<ul>\n <li>The company said it wouldn’t be alerted to users’&nbsp;photo libraries&nbsp;unless they have about 30 images that are in its&nbsp;database of child pornography. But that number could change over time.</li>\n <li>It also said that its database would be made up of information&nbsp;from multiple organizations&nbsp;across multiple regions —&nbsp;not just&nbsp;NCMEC, the National Center for Missing &amp; Exploited Children —&nbsp;as it had originally announced.</li>\n <li>Third, it said it would have an independent auditor verify the contents of its database to alleviate concerns about governments inserting images into the Apple system in order to spy on users.</li>\n</ul>\n<p>Apple also sent its retail store, online store&nbsp;and phone sales staff a&nbsp;new FAQ&nbsp;about the features.</p>\n<p>For those unfamiliar, Apple recently announced the following:&nbsp;support in the Siri digital assistant for reporting child abuse and accessing resources related to fighting CSAM; a feature in Messages that will scan devices operated by children for incoming or outgoing nude images; and a new feature for iCloud Photos that will analyze a user’s library for explicit images of children.</p>\n<p>If users are&nbsp;found to have such pictures in their libraries, Apple will be alerted, have a human&nbsp;verify the contents, and then report them&nbsp;to law enforcement. There has been&nbsp;considerable pushback&nbsp;on&nbsp;Apple’s efforts,&nbsp;but I don’t see Apple wavering on releasing the features —&nbsp;especially after Friday’s announcements.</p>\n<p>Regardless of the positive intentions, some have pointed out that Apple’s technology to&nbsp;analyze user photo libraries for images of&nbsp;child porn is hypocritical&nbsp;to the company’s “What happens on your iPhone, stays on your iPhone” privacy mantra. It also runs counter, according to some observers,&nbsp;to Apple’s reluctance to build a backdoor into the iPhone to help law enforcement glean data from devices&nbsp;belonging to terrorists.</p>\n<p><b>I bought my MacBook Pro in 2019, and it’s still the latest model.</b>I realized while writing this that the&nbsp;16-inch MacBook Pro launched in November 2019&nbsp;is Apple’s newest high-end MacBook Pro. Unfortunately, some hiccups have led to production delays for the&nbsp;revamped 14-inch and 16-inch MacBook Pros&nbsp;with M1X chips. But they should still go on sale by the time the current MacBook Pro hits its two-year anniversary.</p>\n<p><b>Roster Changes</b></p>\n<p><b>Apple’s iCloud, Health&nbsp;and Artificial Intelligence teams are seeing departures.</b>Some Apple employees tell me&nbsp;that a notable number of engineers are departing Apple’s cloud services, health&nbsp;and AI groups. Here are two big names: Emily Fox, in charge of Health AI research, is departing&nbsp;for a university position starting later this year, and&nbsp;Ruslan Meshenberg, who was a leader on Apple’s cloud&nbsp;infrastructure team after serving as a Netflix VP, just left for Google.</p>\n<p>Let me dig into why I think the turnover&nbsp;may be happening.&nbsp;First, the most positive possibility:&nbsp;Apple brought on an atypically high&nbsp;number of engineers for those groups from Netflix, Amazon,&nbsp;Google and other companies in recent years. With a high rate of hiring eventually comes a high rate of departing —&nbsp;especially in Silicon Valley.</p>\n<p>Second, those engineers&nbsp;probably wouldn’t&nbsp;need to be&nbsp;in the office if it weren’t for Apple’s requirements. So engineers from those teams could be looking for companies that offer remote opportunities over the longer haul.</p>\n<p>Third, the employees may be less optimistic about their work. What gigantic advancements have we seen in recent years from those groups?</p>\n<p>Apple launched iCloud+ this year, but it just added&nbsp;a handful of features to existing paid iCloud accounts: Private Relay (a VPN on steroids), custom domains&nbsp;and new features for hiding your email address. I think Apple has larger ambitions to revamp its aging cloud infrastructure, but those changes are likely far off.</p>\n<p>Apple’s AI team has cooked up some cool features, like better on-device processing for Siri, but we’ve yet to see a long-awaited full Siri revamp. Last year brought the iPhone 12, a redesigned iPad Air, new audio accessories and M1 Macs. This time around, all eyes should be on the new iPhones, Apple Watches, AirPods, the iPad mini and MacBook Pro.\nExpect major changes to the smallest iPad, the highest-end Apple notebooks and the entry-level AirPods. The iPhone won’t get quite as big an upgrade, but it remains Apple’s star. The company is expecting one of the biggest iPhone launch cycles ever, projecting the need for over 90 million shipments through calendar 2021 as the world shifts to 5G and economic recoveries spur spending.\nThe iPhone 12 and iPhone 12 Pro on display during launch day.Photographer: Ming Yeung/Getty Images Europe\nIt’s hard to believe that the iPhone 12 first went on sale nearly a year ago. For the most loyal Apple fans, the launch of the iPhone 12 brought some excitement to an otherwise tumultuous period. This year’s launch is already generating some excitement too. A key focus: better camera features and faster speed, while retaining last year’s design. In other words, a classic Apple “S” model (more on that below).\nHere’s what I’m expecting:\n\nThe same 5.4-inch and 6.1-inch sizes for the regular models, and the same 6.1-inch and 6.7-inch variations for the Pro models. The designs won’t change much, save for a smaller notch at the top of the screen.\nNew camera capabilities, including a video version of Portrait mode dubbed Cinematic Video, a new AI-driven filter system to apply different styles to your photos, and higher-quality video recording in ProRes for the Pro models.\nA faster A15 chip with the same core counts as the A14 chip.\nNew screen technology that will enable ProMotion (a faster, 120-hertz refresh rate on the Pro models) and potentially an always-on screen mode.\n\nDespite the light upgrades, I do think these new models should be called the iPhone 13 — rather than the 12S. Apple uses “S” branding to signal that a new iPhone isn’t as significant an update, but such models still often have key new features that consumers have clamored for (one exception: the iPhone XS, which didn’t change much).\nYear two of the big 5G push is a fair marketing reason to jump to 13 — despite the number being considered unlucky in some regions. The smaller notch also could give Apple reason to move to 13. Or Apple can avoid this whole discussion by finally ditching numbers like it did long ago on the iPad. Can you imagine Apple rolling out iOS 19, the iPhone 15S and the Apple Watch Series 11 in 2025? Something else in the works: Remember the launch of Time to Walk on Apple Fitness+ (the feature for listening to celebrities like Draymond Green and Shawn Mendes while walking)? I’m told Apple is readying variations of this service: the self-explanatory Time to Run and Audio Meditations.\nAirPods: Expect new entry-level AirPods with a design closer to the AirPods Pro, including a new in-ear shape and shorter stems. These will be the first update to the entry-level AirPods since March 2019 and the most significant update to that part of Apple’s AirPods line since the first model debuted in 2016.\nSpeaking of biggest upgrade ever,the new iPad mini is destined to be an Apple fan favorite with its thinner borders and complete redesign. There’s also a slimmer and faster ninth-generation iPad coming for students.\nM1X MacBook Pros: Finally. More on these below.\n\nThe Bench\nApple turns AppleCare+ for Mac into annual subscription.It feels like I have some news related to Apple and finance each week. Here’s today’s tidbit: Apple has quietly started allowing Mac buyers to pay for AppleCare+ on an annual basis instead of for a full three years at the time of purchase. Apple started allowing Mac users to do this from their new machine itself about a month ago, but now they can do it from an Apple retail store, the online store and app, and by phone. So, for example, AppleCare+ for the MacBook Pro can now be bought for $140 a year instead of $380 all at once. The downside: In that real example, Apple is charging you $40 more for not paying it all at once. That means more services revenue for Cupertino.\nApple says it won’t be alerted to accounts with fewer than about 30 illicit images.Apple (on a Friday, of course) announced new details about its system for fighting child sexual abuse material, or CSAM. Apple is hoping to tamp down privacy concerns:\n\nThe company said it wouldn’t be alerted to users’ photo libraries unless they have about 30 images that are in its database of child pornography. But that number could change over time.\nIt also said that its database would be made up of information from multiple organizations across multiple regions — not just NCMEC, the National Center for Missing & Exploited Children — as it had originally announced.\nThird, it said it would have an independent auditor verify the contents of its database to alleviate concerns about governments inserting images into the Apple system in order to spy on users.\n\nApple also sent its retail store, online store and phone sales staff a new FAQ about the features.\nFor those unfamiliar, Apple recently announced the following: support in the Siri digital assistant for reporting child abuse and accessing resources related to fighting CSAM; a feature in Messages that will scan devices operated by children for incoming or outgoing nude images; and a new feature for iCloud Photos that will analyze a user’s library for explicit images of children.\nIf users are found to have such pictures in their libraries, Apple will be alerted, have a human verify the contents, and then report them to law enforcement. There has been considerable pushback on Apple’s efforts, but I don’t see Apple wavering on releasing the features — especially after Friday’s announcements.\nRegardless of the positive intentions, some have pointed out that Apple’s technology to analyze user photo libraries for images of child porn is hypocritical to the company’s “What happens on your iPhone, stays on your iPhone” privacy mantra. It also runs counter, according to some observers, to Apple’s reluctance to build a backdoor into the iPhone to help law enforcement glean data from devices belonging to terrorists.\nI bought my MacBook Pro in 2019, and it’s still the latest model.I realized while writing this that the 16-inch MacBook Pro launched in November 2019 is Apple’s newest high-end MacBook Pro. Unfortunately, some hiccups have led to production delays for the revamped 14-inch and 16-inch MacBook Pros with M1X chips. But they should still go on sale by the time the current MacBook Pro hits its two-year anniversary.\nRoster Changes\nApple’s iCloud, Health and Artificial Intelligence teams are seeing departures.Some Apple employees tell me that a notable number of engineers are departing Apple’s cloud services, health and AI groups. Here are two big names: Emily Fox, in charge of Health AI research, is departing for a university position starting later this year, and Ruslan Meshenberg, who was a leader on Apple’s cloud infrastructure team after serving as a Netflix VP, just left for Google.\nLet me dig into why I think the turnover may be happening. First, the most positive possibility: Apple brought on an atypically high number of engineers for those groups from Netflix, Amazon, Google and other companies in recent years. With a high rate of hiring eventually comes a high rate of departing — especially in Silicon Valley.\nSecond, those engineers probably wouldn’t need to be in the office if it weren’t for Apple’s requirements. So engineers from those teams could be looking for companies that offer remote opportunities over the longer haul.\nThird, the employees may be less optimistic about their work. What gigantic advancements have we seen in recent years from those groups?\nApple launched iCloud+ this year, but it just added a handful of features to existing paid iCloud accounts: Private Relay (a VPN on steroids), custom domains and new features for hiding your email address. I think Apple has larger ambitions to revamp its aging cloud infrastructure, but those changes are likely far off.\nApple’s AI team has cooked up some cool features, like better on-device processing for Siri, but we’ve yet to see a long-awaited full Siri revamp. Quinn</b>&nbsp;for orchestrating a global securities scheme that defrauded investors out of $500 million.</p>\n<p>As an unapologetic financial miscreant with a lifelong penchant for fraud, the French escapade represented something of a career peak for Quinn, whose flair of swindling took on an astonishing level of organizing that left no corner of the world untouched.</p>\n<p><b>Illusory Assets For Sale:</b>Thomas Francis Quinn was born in Brooklyn in 1932; his father drove a cement truck and his mother was a housewife who made extra money selling clothing and jewelry from the family’s garage.</p>\n<p>Quinn was an altar boy in his childhood and was the first member of his family to pursue higher education, graduating from St. John’s University Law School and passing the bar in 1962.</p>\n<p>Quinn opted to go into business for himself, starting a brokerage firm in New York called&nbsp;<b>Thomas, Williams &amp; Lee.</b>The main focus of this firm became the promotion of&nbsp;<b>Kent Industries,</b>a company that claimed to own Florida property valued at $2 million.</p>\n<p>There was a slight problem —&nbsp;Kent Industries didn’t own anything in the Sunshine State, and this inconvenient fact helped to introduce Quinn to the U.S. Securities and Exchange Commission (SEC).</p>\n<p>Long story short: Quinn received a lifetime banishment from the SEC in 1966 from doing business with brokers and dealers thanks to what the agency defined as his “flagrant fraudulent practices” related to the Kent Industries assets, which the regulator considered to be “almost completely illusory.”</p>\n<p>The U.S. Department of Justice (DOJ) was a bit slower in dealing with Quinn, but by 1970 he was sent to jail for six months and was later permanently disbarred from practicing law.</p>\n<p><b>A Job With The Mob:</b>Prior to losing his law license, Quinn gained a partnership in a New York-based securities law firm that set off several alarms among federal law enforcement agencies. Indeed, an FBI report from 1983 recalled this firm’s chief focus was being responsible for the “funds of hoodlum-controlled companies.”</p>\n<p>Quinn was on both the FBI’s and SEC’s respective radars in the early 1980s for his role with two companies,<b>Sundance Gold Mining</b>&nbsp;and&nbsp;<b>Aquarius Gold Exploration</b>, that claimed to have discovered gold in Suriname. The companies created a flurry of excitement among investors, but an investigation into their operations found a hitherto undeclared connection with the&nbsp;<b>Genovese crime family.</b></p>\n<p>The SEC filed a civil complaint against Quinn in 1983, charging him with fraudulently manipulating and promoting the companies’ stocks.</p>\n<p>Three years later, he reached a settlement with the regulator by agreeing to permanently stay away from anything related to securities.</p>\n<p>The FBI, despite finding Mafia fingerprints in Quinn’s business affairs, declined to press charges against him.</p>\n<p>Realizing that he wore out his welcome in his home country, Quinn and his common-law wife&nbsp;<b>Rochelle Rothfleisch</b>&nbsp;decided to relocate to France and to up his game to an unprecedented operation.</p>\n<p><b>Boiler Room Follies:</b>The circumstances and details of how Quinn built his swindling masterpiece are a bit fuzzy, but it is believed that the scheme was first hatched in 1984 and was coordinated out of his $6 million villa in the south of France.</p>\n<p>Quinn set up an archipelago of offices in several European countries and in Dubai, Jamaica and the tiny South Pacific island nation of Vanuatu, and he gave them phony names that sounded similar to respectable brokerages.</p>\n<p>Each office was staffed with salesmen who were tasked to sell stocks for 20 U.S. corporations to individual investors around the world. The stocks in question were mostly shell companies trading on the over-the-counter exchanges that Quinn picked up for pennies, but they were resold by Quinn’s salesmen at inflated amounts.</p>\n<p>The investors were culled from mailing lists sold by publishing companies and professional organizations, as well as from respondents to advertisements placed in newsletters focused on the over-the-counter markets.</p>\n<p>Quinn’s henchmen would telephone the investors —&nbsp;nearly all of whom were novices to investing —&nbsp;and do a high-pressure sales spiel that, more often than not, resulted in the separation of the gullible targets from their money.</p>\n<p>Quinn’s team aimed at European, Australian, Middle Eastern and Hong Kong neophyte investors. The only country off-limits from this scheme was the U.S. Quinn was already on the FBI’s radar and the last thing he wanted was to give them cause to pursue him anew.</p>\n<p><b>A Temporary Setback:</b>&nbsp;In 1988, Quinn’s arrest in France&nbsp;saw him charged with securities fraud, forgery of administrative documents and the possession of two fake Greek passports. His detention and the subsequent arrest of 20 of his salesmen created a fascinating dilemma for banking and law enforcement agencies in multiple countries.</p>\n<p>For starters, no one could easily figure out where the majority of Quinn’s $500 million in ill-gotten gains wound up.&nbsp;Transfers were traced through banks in Switzerland, Luxembourg and Gibraltar, as well as the beleaguered&nbsp;<b>Bank of Credit and Commerce International</b>&nbsp;in Tampa, Florida, which gained national attention as a favored depository for those involved in drug money laundering. But where the money eventually landed was anyone’s guess, and Quinn’s talent for adopting aliases to cover his business tracks confounded investigators.</p>\n<p>Also, it was unclear regarding how many people were swindled. A pair of class-action lawsuits brought out a total of 500 people trying to regain their money, but some observers of this case speculated the number could have been higher — some investors might have seen Quinn’s scam as a means of evading local taxes and foreign currency exchanges and would then have to answer to their authorities if this chicanery came to light.</p>\n<p>The SEC got into the picture because the stocks being sold in the scheme were all U.S. companies. The agency hosted a meeting in Washington D.C.&nbsp;with law enforcement officers and prosecutors from eight European countries and Australia, with the hopes of sorting out the mess. But since no Americans were defrauded in this elaborate charade, Quinn did not face criminal charges in his own country, although the SEC temporarily froze his U.S. assets.</p>\n<p>In France, Quinn was initially released after agreeing to reimburse his French victims but was arrested again when the Swiss government demanded his extradition.</p>\n<p>He came to trial in 1991 and was only sentenced to four years in prison,&nbsp;but his sentence was reduced to include time served and he was extradited to Switzerland.</p>\n<p>His Alpine detention was brief and by the mid-1990s he returned to the U.S. and rented a luxury home in Greenwich, Connecticut, a swanky suburb of New York City.</p>\n<p><b>An Eventual Stumble:</b>One of Quinn’s neighbors in Greenwich was<b>Martin Frankel,</b>a financier with his own addiction to swindling.</p>\n<p>In 1999, the Wall Street Journal used anonymous “people familiar with the matter” to claim Quinn assisted Frankel in his efforts to raise money for a controlled investment fund designed to buy insurance companies —&nbsp;but this turned out to be an embezzlement scam that resulted in Frankel fleeing the U.S. to Germany on a phony passport.</p>\n<p>Frankel was eventually extradited and spent nearly two decades in prison, but Quinn was never charged for being a partner in Frankel’s shenanigans.</p>\n<p>For most of the 1990s and the 2000s, Quinn kept a very low public profile, although law enforcement tracked his travels to such far-flung places as the Maldives and the United Arab Emirates.</p>\n<p>In 2004, he made a rare appearance at the Irish Derby as the co-owner of the winning thoroughbred Grey Swallow. Photographs of Quinn with the winning racehorse marked the only time that he was ever photographed in a public gathering. Indeed, an FBI report from 1983 recalled this firm’s chief focus was being responsible for the “funds of hoodlum-controlled companies.”\nQuinn was on both the FBI’s and SEC’s respective radars in the early 1980s for his role with two companies,Sundance Gold Mining and Aquarius Gold Exploration, that claimed to have discovered gold in Suriname. The companies created a flurry of excitement among investors, but an investigation into their operations found a hitherto undeclared connection with the Genovese crime family.\nThe SEC filed a civil complaint against Quinn in 1983, charging him with fraudulently manipulating and promoting the companies’ stocks.\nThree years later, he reached a settlement with the regulator by agreeing to permanently stay away from anything related to securities.\nThe FBI, despite finding Mafia fingerprints in Quinn’s business affairs, declined to press charges against him.\nRealizing that he wore out his welcome in his home country, Quinn and his common-law wife Rochelle Rothfleisch decided to relocate to France and to up his game to an unprecedented operation.\nBoiler Room Follies:The circumstances and details of how Quinn built his swindling masterpiece are a bit fuzzy, but it is believed that the scheme was first hatched in 1984 and was coordinated out of his $6 million villa in the south of France.\nQuinn set up an archipelago of offices in several European countries and in Dubai, Jamaica and the tiny South Pacific island nation of Vanuatu, and he gave them phony names that sounded similar to respectable brokerages.\nEach office was staffed with salesmen who were tasked to sell stocks for 20 U.S. corporations to individual investors around the world. The stocks in question were mostly shell companies trading on the over-the-counter exchanges that Quinn picked up for pennies, but they were resold by Quinn’s salesmen at inflated amounts.\nThe investors were culled from mailing lists sold by publishing companies and professional organizations, as well as from respondents to advertisements placed in newsletters focused on the over-the-counter markets.\nQuinn’s henchmen would telephone the investors — nearly all of whom were novices to investing — and do a high-pressure sales spiel that, more often than not, resulted in the separation of the gullible targets from their money.\nQuinn’s team aimed at European, Australian, Middle Eastern and Hong Kong neophyte investors. The only country off-limits from this scheme was the U.S. Quinn was already on the FBI’s radar and the last thing he wanted was to give them cause to pursue him anew.\nA Temporary Setback: In 1988, Quinn’s arrest in France saw him charged with securities fraud, forgery of administrative documents and the possession of two fake Greek passports. His detention and the subsequent arrest of 20 of his salesmen created a fascinating dilemma for banking and law enforcement agencies in multiple countries.\nFor starters, no one could easily figure out where the majority of Quinn’s $500 million in ill-gotten gains wound up. Transfers were traced through banks in Switzerland, Luxembourg and Gibraltar, as well as the beleaguered Bank of Credit and Commerce International in Tampa, Florida, which gained national attention as a favored depository for those involved in drug money laundering. But where the money eventually landed was anyone’s guess, and Quinn’s talent for adopting aliases to cover his business tracks confounded investigators.\nAlso, it was unclear regarding how many people were swindled. A pair of class-action lawsuits brought out a total of 500 people trying to regain their money, but some observers of this case speculated the number could have been higher — some investors might have seen Quinn’s scam as a means of evading local taxes and foreign currency exchanges and would then have to answer to their authorities if this chicanery came to light.\nThe SEC got into the picture because the stocks being sold in the scheme were all U.S. companies.
