Whatever we do has to be within the laws of warfare,” Johnson said in an interview with The Wall Street Journal.</p><p style=\"text-align: start;\">“I hope and pray that President Trump is just using this as bluster,” Johnson said Monday to podcaster John Solomon. “We are not at war with the Iranian people.
