過去5年，收費公路債務餘額的年複合增長率達到17.7%。債務接連創新高，除了因爲每年都有新的投資建設外，更重要的是收費公路行業每年都入不敷出，收支缺口不斷擴大。而且在支出的金額中，絕大部分都用於償還貸款和利息。
