On the evening of February 26, major Western powers, including the United States, the European Union, the United Kingdom, and Canada, suddenly issued a joint statement announcing a ban on the Central Bank of Russia and several major Russian banks using the SWIFT system.</p><p>It is worth noting that the US and Europe have included the Central Bank of Russia in the \"SWIFT strike list,\" an extremely \"severe\" move aimed at preventing the Central Bank of Russia from using its \"ample\" foreign exchange reserves to reduce the effectiveness of sanctions.</p><p>Michael S. Bernstam, a researcher at the Hoover Institution at Stanford University, previously wrote in The Hill that the threat of sanctions against the Russian central bank could prevent Russian military operations and the outbreak of new wars in Europe.</p><p>Bernstam pointed out that Russia relies on its<a href=\"https://laohu8.com/S/CNBC\">Central Bank</a>$638 billion in foreign exchange reserves to support the exchange rate and stability of the national currency, the ruble, provide insurance for the banking system and household deposits, prevent bank runs, bail out the foreign debt of state-owned and private enterprises, and manage a $185 billion sovereign wealth fund to address fiscal emergencies.</p><p>But Russia will not obediently \"surrender\". Russia's foreign exchange reserves are now quite diversified, and its dependence on the US dollar has been significantly reduced. Simply attacking Russia's foreign exchange reserves may not achieve the desired results for European and American countries.</p><p><b>Why is it so powerful?</b></p><p>Bernstam stated that a key reason is the combination of 21st-century convertible currencies and the digitalization of international finance.</p><p>If Russia were a closed economy with a non-convertible currency, like the now-defunct Soviet Union, its foreign exchange reserves would not be affected.</p><p>But in the 21st century, the Russian economy is open, the ruble is convertible, and both are backed by foreign exchange reserves. However, these reserves are primarily held electronically by the Central Bank of Russia in accounts with the Federal Reserve, the European Central Bank, and similar Western institutions and clearing houses, without physical bonds or paper proof.</p><p>According to this account, government bonds and other securities in Western countries, as well as sovereign deposits in Western central banks and commercial banks, are dematerialized and paperless.</p><p>For example, U.S. Treasury Bond held by central banks in 200 countries are merely computer accounts at the Federal Reserve Bank of New York, traded by dealers authorized by the New York Fed, and the proceeds of sales are transmitted electronically to correspondent banks through the Fed's wire transfer and automated settlement system.</p><p><b>How big is the risk for Russia?</b></p><p>Bernstam believes that, from this perspective, if the Russian central bank were to be sanctioned, its $638 billion foreign exchange reserves would shrink to only their residual value. Of the $638 billion in foreign exchange reserves, only $12 billion is cash denominated in dollars and euros in the Russian central bank's vaults. If the Russian central bank is subject to Western sanctions, it will be difficult to sell all of its $139 billion worth of gold reserves.</p><p>About $403 billion—almost two-thirds of foreign exchange reserves—are securities and deposits denominated in dollars, euros, pounds sterling, and other Western currencies. If sanctions are imposed on the Central Bank of Russia, Russia's $403 billion in foreign exchange electronic assets held in the West may become unusable. Sanctions against the Central Bank of Russia will lead to foreign exchange runs, bank runs, and supply chain runs.</p><p>Bernstam also pointed out that with only $12 billion available to support the ruble, the ruble's exchange rate will depreciate. People will use any foreign currency they can get at any price as a store of value.</p><p>That's the problem.</p><p>Compared to the ruble, Russian households and businesses prefer foreign currency, holding $268 billion in deposits in state-owned savings banks and commercial banks, but they will run to banks to withdraw dollars and euros.</p><p>This cash is not available to banks, nor can it be obtained from central banks that do not have foreign exchange. Unless the government forcibly converts foreign exchange deposits into rubles, the banking system will suffer. Without access to sovereign wealth funds to support government social spending, the situation could become even worse: throughout the supply chain, suppliers will demand dollars from customers, while the effective parts of the economy will be dollarized, while others will incur supply bottlenecks and factory shutdowns.</p><p>In summary, Bernstam believes that imposing sanctions on the central bank poses a considerable risk to Russia.</p><p><b>Russia's counterattack</b></p><p>Faced with financial sanctions from Europe and the United States, which even banned the Central Bank of Russia and several major Russian banks from using the SWIFT system, Russia is not without its guards.</p><p>Since the 2008 financial crisis, Russia has developed a comprehensive strategy to implement de-dollarization, adopting de-dollarization measures such as reducing the direct use of the US dollar, lowering its proportion in foreign exchange reserves, significantly selling off US Treasury Bond, expanding non-dollar financing, increasing gold holdings, and establishing its own payment system and financial information exchange system.</p><p>A series of measures have not only increased the degree of de-dollarization, but also continuously strengthened the financial system's ability to cope with risks.</p><p>It is worth mentioning that, unlike other countries in the world that store gold in the United States, Russia does not store gold in the United States due to its distrust of the United States.
